Oats and milk should be combined in a small bowl. Set aside 1/4 of the onion after thinly slicing it. Chop the rest of the onion finely. The turkey, oat mixture, chopped onion, bell pepper, eggs, Worcestershire sauce, ketchup, salt, and a few grinds of pepper should all be combined in a big bowl. Just blend by combining thoroughly.
Shape the mixture into a loaf that is about 5 inches wide and 2 1/2 inches high, then transfer it to a 9 by 13-inch baking dish. The meatloaf should be covered in tomato sauce, then topped with chopped onions. Bake for about an hour, or until a thermometer with an instant-read probe reads 160 degrees Fahrenheit.
Before slicing, remove from the oven and allow rest for 10 to 15 minutes.
