Oil should be heated to a medium-high temperature in a large saute pan. Garlic should be cooked for about a minute, or until soft. Add the peppers and simmer for three minutes, or until they begin to soften. For a further 5 minutes, or until the vegetables are soft, cook the tomatoes, mushrooms, and asparagus. Cook for one more minute after adding the flour and stirring. Chicken stock, milk, salt, and pepper should be brought to a boil before being reduced to a simmer and cooked for 5 minutes, or until the liquid has slightly thickened. Stir in the carrot slices.
